If you see the Publish Order Settings link under the Order Settings column of Store Manager, that indicates you have made changes to the column that have not been published. If the changes are not published, they will not be reflected in your live store. Making changes in Store Manager Preferences will also require a publish of your Order Settings.
After making any changes to this column that you wish to affect your store (such as creating a new shipping rule), click the Publish Order Settings link, then click the Publish button.
When the changes have been published, this link will change to say Published.
Note: If the Order Settings need to be published, and the Published status is present, click Email under the Order Settings column, then Done on the next page (no changes are required). Publish Order Settings will now be available.
