The Shipping Wizard is only accessible to merchants who have not yet opened for business or that have no shipping rates set up in Shipping Manager. If you are not open for business, you can click the Set up Shipping link from the Open for Business Control Panel. If you are already open but do not have any shipping rates, you will see a note and link to Shipping Wizard appearing in a yellow box in the Shipping Manager.
