Risk Tools provides an extra level of information to merchants for informational purposes only after the AVS and CVV Rules were applied during checkout. For example, if you selected to flag orders with incorrect address, zip or postal code information, the order would be submitted and when you view the individual order page for this order you would notice that the order has been marked Pending Review.
The Pending Review status serves to alert merchants that an order was flagged based on the AVS and or CVV Rules established by you. Use the AVS and CVV responses that appear in the Payment section of the order page to help you make more informed decisions about the level of risk associated with each transaction.
The Pending Review status performs exactly as if marking an order OK with the exception of merchants with auto-charged enabled. All post-order processing (confirmation emails, real-time order processing) still happens and the orders will still count towards transaction fees. If an order requires follow-up with the customer or issuing bank, you should mark the order On Hold.
Merchants with Auto-Charge Enabled: If you have AVS or CVV rules set to mark orders as Pending Review and you receive orders with AVS or CVV responses that mark an order as Pending Review, that order will not be auto-charged. You will need to review and manually process the sale of the order by clicking the Sale button on the order page or cancel the order.
You can always choose to modify the AVS and CVV rules to not flag certain responses based on your risk tolerance if you wish to retain the processing efficiency with auto-charge enabled.
